Removing competition and resulting consequences

Are government departments capable of mobilising services in time to become operational? What are the implications and costs for staff transferred (via TUPE) in to the public sector?
Resolution of the investigation in to Serco and G4S needs to be resolved quickly in order to bring certainty to the sector and ensure that the government's contracted services are unaffected.
